| Comments: | WARD, Bradley Boyd In 1988 WARD, then a juvenile, was arrested and charged with multiple counts of indecent exposure. WARD was repeatedly observed exposing himself in front of occupied business windows. He was also charged in 1988 with harassment for making obscene phone calls. In 1989 he knocked on the door of a woman and he unzipped his pants when she answered the door. On the same night he admitted to attempting to enter the home of a disabled woman in order to rape her. He was arrested again and charged with Lewd Conduct and Criminal trespass. Those charges received no further adjudication due to his other pending exposure charges. While incarcerated as juvenile WARD repeatedly touched female staff members and admitted to rape fantasies about staff members. WARD and another resident were caught using their computers to plan to abduct, molest and photograph children upon their release. WARD was then sent to a rehabilitation facility in Louisiana. While in Louisiana WARD continued to act out toward staff there by exposing himself, making obscene calls and acting aggressively. After returning to the Snohomish County jurisdiction where his original crimes took place WARD violated his parole and failed to cooperate in a treatment program. While jailed he again made obscene calls to women in the Public Defender's Office and the Snohomish County Courts. In 1991, WARD was civilly committed to the Special Commitment Center (SCC) because of his sexual criminal history and mental heath issues. Since that time, he has been involved in sex offender treatment and has continued treatment without significant interruption of services and the Center has indicated that his performance in treatment has been good. WARD was recently assessed as ready for transfer to the Less Restrictive Alternative at the SCC. This will allow WARD, WITH A DSHS (Department of Social Health Services) ESCORT, to interact with communities in Pierce County on a limited basis as part of his treatment program. |
