| Comments: | According to official documents, in 1998 Rafford (age 18) molested a five year old female not previously known to him. At the time of this incident, Rafford was under a court order not be in the presence of children under 12 years of age. The victim was playing outside her residence when Rafford lured her into a nearby trailer. The victim was screaming and crying and wanted to leave but Rafford sexually assaulted her and kept her in the trailer for about 30 minutes before letting her go. Rafford was sentenced to 67 months in confinement for this crime. In 1996, Rafford (age 16) molested a 5 year old boy not previously known to him. Rafford approached the victim at a playground near his home and convinced him to come to his house and play "doctor" with him and molested him. Rafford pled guilty to child molest in the first degree and was sentenced to 21 to 28 weeks in custody. Rafford has participated in sex offender treatment. In 2010, Rafford was found to meet the criteria of a Sexually Violent Predator (SVP) and civilly committed to the Special Commitment Center (SCC) on McNeil Island. In 2014, Rafford became eligible for a Less Restrictive Alternative (LRA) placementto and released the Special Commitment Center (SCC) on McNeil Island to reside at the Secure Community Transition Facility (SCTF) on McNeil Island.
