| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official records, Banks pled guilty to the crime of Rape in the 2nd Degree and was given a term of 77 weeks in a Juvenile Institution on 9-25-1997. The victim in his crime was a known 12 year old female who was home sick from school when Banks called her and asked to come over. The victim stated that no one could come over. Banks called a little later and the victim met him. The victim allowed Banks to come to her house. Minutes later, Banks accomplice arrived at the house. The victim went to her bedroom and Banks and his accomplice entered the bedroom and refused to leave. The victim was told to strip. She refused and attempted to leave at which time she was thrown on the bed and sexually assaulted. Both suspects left and law enforcement was called. Banks was convicted of the following crimes Failure to register, Possession of a Controlled Substance, Escape 2nd, Burglary 2nd, Robbery 2nd and Forgery and was given a term of 160 months in prison on these crimes that took place between 2004 and 2007. He was given 4.6 years of credit for time already served before his convictions.
