| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents LINCOLN was found in possession of over 70 videos and 80 still photos of extremely explicit images of children engaged in sexually explicit conduct. The images were downloaded onto LINCOLN'S home computer using peer-to-peer sharing software. The videos and still photos showed adults with children, both male and female, engaged in sex acts. As a result of the material reviewed by investigators, LINCOLN was charged with three counts of Possession of Depictions of a Minor Engaged in Sexually Explicit Conduct 1st Degree. LINCOLN pled guilty to all three counts on 1-2012. He was sentenced to 46 months confinement with an additional 36 months of community custody supervision upon release from prison.
