| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to Official documents EDWARD B CHEUNG age 27 sexually assaulted a known 23 year old female. The victim had known CHEUNG for about a year and had gone on one date. On 1/2008 the victim was with friends socializing, eating dinner and consuming alcohol. Earlier that evening she had sent a text to CHEUNG to tell him where he could meet up with the group. At about 0140 hours the victim decided she wanted to leave. CHEUNG arrived and offered a ride home. The two arrived at her apartment where CHEUNG walked her to the door and then began to play with her dog. The victim changed into sweatpants and a t-shirt preparing to go to sleep. CHEUNG asked if he could continue to play with the dog. Thinking he would let himself out after playing with the dog, the victim went to her bedroom. At about 0400 hours she awake to CHEUNG on top of her grunting and thrusting his body on her. The victim's sweatpants and underwear had been pulled down. During the sexual assault the victim told CHEUNG to "stop" and "get off" but he continued the assault. Once CHEUNG finished the assault he got off the victim. She then ran to the bathroom. When she came out, CHEUN had left. The victim reported the incident to her roommate who then called police. CHEUNG was arrested and eventually pled guilty to the charge of Indecent Liberties with Forcible Compulsion. On 5/8/2009 CHEUNG was sentenced to 67 months in prison. On 07/2004 CHEUNG age 23 sexually assaulted a known 23 year old female co-worker. According to Official Documents, CHEUNG invited several co-workers to a pool party at this apartment complex. The victim attended and consumed 4 or 5 drinks. About 9:30 most of the guests had gone to a dance club. The victim did not go because she knew she had drunk too much to drive. CHEUNG and a friend suggested she go to the apartment. The three arrived at the apartment and continued to drink alcoholic beverages. Eventually the victim passed out while sitting in an arm chair. Early that morning she awoke lying in bed with nothing on but her bikini top and CHEUNG having sex with her against her will. She pushed CHEUNG off and ran to the bathroom. After getting dressed the victim left the residence and reported the incident to the police. While Police were investigating the above sex offense they learned the CHEUNG sexually assaulted another adult female. The victim reported CHEUNG, she and his roommate had been drinking at his apartment. After she was feeling intoxicated she decided to return to her apartment. CHEUNG went with her and followed her into her apartment and into her bedroom. Once in the bedroom, CHEUNG physically controlled the victim and began to sexually assault her. The victim told CHEUNG to stop and he did. CHEUNG was arrested and charged. CHEUNG pled guilty and was sentenced on both above assaults.
