| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents Mr. Rinkes pled guilty in Cowlitz County, WA 1-2007 of Rape of a Child 1st Degree stemming from contact with a juvenile female victim age 7-11 years of age. Rinkes was the boyfriend of the victim''s mother. Over a two year period the victim reported Rinkes touched and had the victim touch herself on several occasions. While participating in Sex Offender Treatment, Rinkes admitted he sexually assaulted the victim for over four years. In 1999 Rinkes was convicted of Indecent Liberties and Indecent Exposure while a member of the US Navy. According to the official documents Rinkes masturbated in plain view of an unknown 12 year old female and an unknown adult female while standing in the window of his apartment. Rinkes knew the victim observed him masturbating in the window. Rinkes was discharged from the Navy after the Indecent Liberties and Indecent Exposure convictions. Rinkes is currently under WA DOC Supervision. He will be supervised by the WA DOC Marysville Field Office, 360-658-2150. " Probation Conditions Entered |
