| Details: | On January 24, 1993, Gaspar E. LOYA, III, committed the offense of Indecency with a Child by Contact against an 8-year-old female victim. He was arrested and transferred to the Hidalgo County Jail. On November 23, 1994, a female victim heard glass breaking in her residence and observed LOYA attempting to open her front door to gain entry. He was subsequently arrested by the Mercedes Police Department. In January 1999, LOYA was released from jail and registered as a sex offender. In 2000, he failed to re-register as required by law and a warrant was issued by DPS for his arrest for Failure to Comply with Sex Offender Registration. The Texas Board of Pardons and Paroles also issued a Parole Violation warrant for his arrest. On July 1, 2000, LOYA was arrested in Colorado under the alias of Jesus Dominguez and alias DOB of 02/21/1975. He was charged with DUI, Forgery, Reckless Endangerment, Vehicle Theft, Obstruct Police, Resisting an Officer, and Assault. LOYA was placed in the Eagle County Jail but escaped from the outdoor recreational area on August 22,2000, along with two other prisoners. Officials in Colorado subsequently issued an arrest warrant for Escape. In 2001, the FBI issued a warrant for his arrest for Escape to Avoid Confinement. |
