| Comments: | In 1982 Stephens was convicted in King County Superior Court for Rape 1st Degree. This conviction stemmed from Stephens, a 36-year old truck driver at the time, meeting an unknown 18-year old female and agreed to take her to Seattle. Stephens pulled his truck along the roadside. Displaying a gun, he forced the female to have sexual contact with him. As a result of this conviction, Stephens was sentenced to 20-years in prison. After serving 3 years he was paroled and moved to California. In 1988 Stephens was convicted in Mendocino County California for Rape with Force, Oral Copulation with Force and Use of a Weapon. This stemmed from Stephens, once released from prison in Washington obtaining another semi-truck and employment in California. Stephens, 46-years old at the time began flashing his lights at an 18-year old unknown female motorist. She pulled over and Stephens told her the vehicle''s tire appeared to be falling off. He offered to fix it, but soon claimed he was not able to. He then offered the female a ride to get assistance. Stephens drove a short distance and pulled over, saying he needed to get some tools from his sleeper area. The female became nervous and attempted to exit the truck. Stephens then pulled the female into the sleeper area with him. The female struggled until he produced a knife, cutting off her bra. He then forced the female to have sexual contact with him. After this assault, the female was thrown out of the semi-truck and was able to reach a residence where she contacted the police. Stephens was sentenced to 18-years confinement, but served only 10 years of his sentence. He was then sent back to Washington State in 1998 where he was ordered to serve the remainder of his 20-year original sentence and was released in August 2011. Stephens has denied his involvement in these convictions and did not enter or complete any sex offender treatment. He served his entire sentence and is not under any kind of community supervision. Stephens has been identified as a clear risk to the community and this notification is required. |
