| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, on 9/1997 law enforcement was notified after a 13 year old female reported she had been kidnapped from her bus stop and sexually assaulted. Police reports indicate at about 0700 hours the victim was sitting at the bus stop when SWANSON (33yoa) walked up to the victim and demanded she come with him. He patted his pants pocket as if to indicate he was carrying a weapon. The victim was scared and complied. SWANSON drove the victim to a motel where the sexual assault occurred. When the sexual assault was over he told the victim she could leave. The victim walked to school and made the disclosure to a school Security Officer who made the call to Police. SWANSON was identified by registration records at the motel and then positively identified in a photo line-up by the victim. SWANSON was arrested the following day. SWANSON pled guilty to Rape in the 1st Degree on 3/1998; he was sentenced to 240 months confinement. SWANSON will be supervised beginning 8/12/2015 for a period of 36 months by the WA DOC Field Office Everett, 425-356-2800. " Probation Conditions Entered |
