| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents, KEITH G WESLEY was convicted by a jury on 6-2002 of two counts of Rape of a Child in the First Degree. The victim a 10 year old known female was sexually assaulted on two occasions while spending the night at WESLEY'S residence. WESLEY came to know the 10 year old after meeting her mother through Narcotics Anonymous. The two incidents took place in early 2002. The victim reports that she awoke when WESLEY sexually assaulted her with his fingers. She pretended to sleep while the assault took place. The second incident, WESLEY laid down behind her while she slept. She awoke to WESLEY sexually assaulting her with his penis and fingers as she lay pretending she was sleeping on the bed. The victim attempted to "scoot away" but WESLEY would follow her across the bed. After the second incident, the 10 year old disclosed the assaults to her mother. Police were notified the following day. Law Enforcement attempted to interview WESLEY about the incidents and he requested a lawyer, the interview was terminated. He was released and informed to have no contact with the victim or the family. Two hours later he attempted contact with the victim and her family at a movie theater. They were able to avoid contact and call the police. WESLEY was arrested at the movie theater. On 8-21-2002 WESLEY was sentenced to confinement and released 4-29-2015. He will be supervised for LIFE.
