| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official documents Police responded to a call regarding a verbal argument at a residence. Investigation into the argument revealed the mother of a 4 year old female was accepting monies in exchange for not reporting him to Police for sexually assaulting the 4 year old female. BROWN (44yoa) often babysat the 4 yr old (vic #1) while the mother was working. BROWN had known the family prior to the onset of the sexual assaults. On one occasion, the mother heard the 4 yr old say, "I don't want to play doctor anymore". When asked what that was all about the 4 yr old described ongoing incidents where BROWN had removed his penis from his pants and had the female 4 yr old female touch it. He also touched the 4 yr old on her vagina while she lay down. Brown was kicked out of the house after the mother learned of the assaults. Brown later paid the mother not to make a Police report. The older sister (14 yr old) disclosed BROWN had molested one of her friends. Investigators interviewed a 13 yr old female (vic #2) who disclosed BROWN would take the kids four wheeling and during the outings he would touch her breast and put his hands down her pants. On occasion he would rub his penis to ejaculation while doing this. When interviewed, BROWN admitted this happened approximately 25-30 times. After being arrested on the above original charges, he confessed to sexually assaulting several other children. Investigators located two additional victims who disclosed assaults. A 12 yr old female (vic #3) identified BROWN as an uncle. She disclosed BROWN sexually touched her or had her touch his penis on approximately 25-30 occasions. These assaults took place while she was at BROWNS house watching her or while they were together in his truck. Victim #4 reported to investigators that when she was in the 3rd grade living at her grandmother's house which was next door to where BROWN (34 yoa) was staying he would put his hands inside her pants rubbing the outside of her vagina. She reported this occurred two times. BROWN pled guilty to the listed crimes. He was sentenced to 174 month confinement and up to lifetime Community Supervision by DOC. BROWN completed DOC Sex Offender Treatment while incarcerated. BROWN will be supervised up to life by WA DOC Field Office Everett, 425-356-2800. " Probation Conditions Entered |
