| Comments: | Sex offenders have always lived in our communities; but it was not until passage of the community protection act of 1990 (which mandates sex offender registration) that law enforcement even knew where they were living. In many cases, law enforcement is not able to share that information with you. Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders drive their power through secrecy. According to official records, Manning was convicted of Assault 2nd degree with sexual motivation on 10/12/2006 and was given a term of 55 months in prison with a max term of Life. The victim in this sexual assault was a known 14 year old female. The victim had known Manning for approximately 2 years. Manning and the victim engaged in sexual intercourse on at least six different occasions. Manning told the victim that she would have to have sex in front of a caretaker of a race track in order to obtain money for gas to get home. Manning pled guilty to this crime. Manning pled guilty on February of 2002 to the crime of Assault 3rd Degree with sexual motivation and was given 90 days in jail. Manning between the ages of 13 to 16 sexually assaulted a family member who was between the ages of 6 and 10 when the crime took place. Manning pled guilty to this crime. Enter into and successfuly participate in certified sex offender treatment program as directed. Do not use/possess/consume any controlled substances without a lawfully issued prescription. Do not purchase, own or have in your possession or under your control any firearm or deadly weapon. Have no contact with minors. Shall not have access to the Internet unless the computer has child blocks in place and active. Do not enter parks, playgrounds or schools. Do not work at or be in places frequented by minors. Do not consume alcohol. Do not use/possess/purchase/consume alcohol. Submit to polygraph examination as directed. Do not possess or peruse pornographic materials unless authorized. Do not initiate or prolong physical contact with children under the age of 18 for any reason. Hold no position of authority or trust involving children under the age of 18. Inform your CCO of any romantic relationships to verify there are no victim age children involved. You must submit to periodic and random drug and/or alcohol monitoring. Do not remain overnight in a residence where minor children live or are spending the night without prior approval from your CCO. You must not date individuals nor form relationships with families who have minor children, unless you receive prior approval from your CCO. You shall not use or possess any deadly weapons. |
