| Comments: | According to official documents, in June of 1979 while attending a local dance, Woody was approached by a 10 year old girl who asked him if he would like to purchase tickets for another upcoming social event. Woody agreed, and asked the girl to come to his car where he would pay for the tickets. Once at the car, Woody, who was 19 years old at the time, put his hand over the victim's mouth and told her not to scream. Woody forced the victim to remove her clothing, then knelt over her and masturbated. On August 9, 1979, Woody pled guilty to one count of Communicating with a Minor for Immoral Purposes. He was given a suspended sentence of five years, and committed to Western State Hospital. He was terminated after 11 months of treatment for refusing to cooperate any further with treatment. He was then sentenced to the Department of Corrections to complete the remainder of his 5-year sentence. In March of 1981, he was released to a work release facility in Tacoma. He was paroled into the community on July 22, 1982. Woody was in treatment again from March of 1981 until the end of 1984. On January 4, 1985, Woody confronted a 7-year-old boy who was unknown to him and placed his hand over the boy's mouth, telling him to be quite or he would get hurt. The boy was then taken to Woody's apartment and he told the victim that they were going to play a game. Woody instructed the boy to take off his clothes and lie on the bed, which he did. Woody then took off his own clothes, and masturbated over the boy until he ejaculated on the child. Woody then released the child. At the time of this crime Woody was 25 years old. After his arrest and prior to sentencing, Woody was admitted to Western State Hospital for a second time, this time on a 30-day observation period in the Sex Offender Program. He was found not amenable to treatment due to his previous history of sexually deviant behavior and prior treatment failures. He was returned to the court and sentenced to prison. Woody was then civilly committed as a sexually violent predator on November 22, 1991, after completing his prison sentence. On November 17, 2000, he was ordered to be released to a less restrictive alternative placement from the Special Commitment Center. Less Restrictive Alternative releases are subject to changes in conditions that could be less restrictive or more restrictive depending on court orders that are mandated by Federal Law. It is our opinion that the community would benefit from further understanding his release conditions. Woody has been in the Snohomish County Community with support from a contracted provider since December of 2000 without any criminal re-offense of any type. Woody was released by court order from his Less Restrictive Alternative and no longer is on supervision. |
