| Comments: | According to official documents, in 1989 when subject BUFFAM was 17 years old at the time, he sexually assaulted a 12 year old boy with whom he had no relationship. BUFFAM approached the boy at his home on three occasions while impersonating a school inspector investigating a vandalism. The victim noticed BUFFAM carried a pistol and a scanner tucked in his waistband. On the third visit to the victims home, the victim s mother called the school and verified BUFFAM did not work for the school. On the day of the Rape, the fourth visit, BUFFAM accosted the victim from behind and forced him into his apartment. BUFFAM sexually assaulted the boy in numerous ways. After sexually assaulting the boy, BUFFAM told him, I know where you live and where your bedroom is. Once BUFFAM was in custody, he admitted victimizing the boy. BUFFAM also admitted to leaving fabricated evidence in the apartment to mislead police. In 1987 BUFFAM raped a four year old boy in Vancouver, WA. The rape occurred after BUFFAM was given the responsibility of taking him home and putting him to bed. When questioned by police, BUFFAM admitted his actions and stated, It felt good. Investigating police noted BUFFAM displayed no guilt or remorse for his offense. BUFFAM acknowledged that he had victimized the four year old boy for his own sexual gratification and because he was smaller. BUFFAM has an extensive criminal history that includes a 1985 conviction for Kidnap 2nd Degree. BUFFAM accosted a 13 year old boy on the street, handcuffed him, drove him around for a period of time, and then later released the boy. The victim denied being sexually abused. BUFFAM denied sexual motivation for the Kidnapping, but did acknowledge enjoying the sense of control over his victim. BUFFAM also has convictions for Arson 2nd Degree, Escape 1st Degree, and Theft 3rd Degree. While in custody at the Department of Corrections, BUFFAM was infracted for raping another inmate. BUFFAM denied committing this offense. While in custody with DOC, BUFFAM had several sexual experiences with seven or eight inmates. While at the Special Commitment Center, BUFFAM had 10-12 sexual relationships with other residents. Conduct problems were clearly evident beginning at the age of 11 when BUFFAM was charged with Arson. During his teen years BUFFAM was detained frequently in juvenile rehabilitation facilities. While incarcerated with DOC, BUFFAM dropped out of chemical dependency treatment prior to completion. At the SCC, BUFFAM fluctuated in and out of treatment for several years, but has consistently participated in treatment since 2003. After serving time in prison for his latest conviction, BUFFAM was then civilly committed as a sexually violent predator. This current notification is being done, because BUFFAM has been authorized by a Judge to leave the Secure Commitment Center on McNeil Island and reside at the Secure Community Transition Facility on McNeil Island which has less supervision. BUFFAM will be escorted when he leaves his secure housing. Due to BUFFAMs sexual criminal history he has been classified as a level 3 Sex Offender. This allows the Pierce County Sheriffs Department to disclose relevant, necessary and accurate information to the public at large. |
