| Comments: | In 1995, Thomas E. HOWSE (age 15) sexually assaulted an 8 year old non-familial male. File material indicates Howse accepted a babysitting job from a neighbor who was unaware of his sex offender status. The parent subsequently learned of Howse's criminal history and questioned his son/victim. The victim disclosed sexual abuse by Howse. At the time of this offense Howse was under juvenile parole supervision and attending community based sexual deviance treatment. Howse was convicted of Attempted Child Molest 1st degree for this offense. In 1994, Howse (age 14) sexually assaulted two 7 year old non-familial males and an 8 year old non-familial male on multiple occasions. In one case, Howse approached a new neighbor family and offered to assist them and was hired to help with yard work. He would also play with their 7 year old son/victim. Their son subsequently disclosed several incidents of sexual abuse by Howse. In another case, Howse sexually assaulted another 7 year old non-familial male. Howse, while playing house with the victim and several other children, sexually assaulted the 7 year old male. The victim later disclosed the sexual abuse to his parents. Howse was charged with four counts of Child Molestation 1st degree in these cases. Howse was also charged for sexually assaulting an 8 year old male, but the charge was dismissed as a result of a guilty plea for three counts of Child Molestation 1st degree in the other offenses. During a subsequent psychological evaluation, Howse disclosed four additional victims but to date he has not been charged for these offenses. Howse has participated in sex offender treatment while incarcerated and in the community, but it is unclear from the available file material if he completed any of these treatment programs. Howse's other criminal history includes: Failure to Register as a Sex Offender (2008), Failure to Register as a Sex Offender (2006), Failure to Register as a Sex Offender (2005), Attempted Failure to Register as a Sex Offender (2005), Theft 2 (2003), and Unlawful Possession of a Firearm (2001). Due to Howse's sexual criminal history he has been classified as a LEVEL 3 sex offender. Howse is currently being supervised in the community by the Washington State Department of Corrections. |
